The new version of the "Measures" has a total of 9 chapters and 57 articles, the main contents include: clarifying the safeguard measures to promote the development of express delivery, establishing an institutional orientation for green and low-carbon development, optimizing the regulatory methods of express market order, strengthening the protection of consumers' rights and interests in using express delivery services, reflecting the institutional requirements for the safe development of express delivery, and improving the institutional means for the governance of the express delivery industry.

In view of the problem of non-door-to-door express delivery, Article 28 of the "express service" part makes it clear that enterprises engaged in express delivery business shall not confirm the receipt of express mail on behalf of the user without the consent of the user, and shall not deliver the express mail to the express terminal service facilities such as smart express boxes and express service stations without authorization.

At the same time, the Measures also clarify the penalties. If the express delivery enterprise confirms the receipt of the express mail without the consent of the user or uses the smart express box, express service station and other means to deliver the express mail without the consent of the user, the postal administration shall order correction, give a warning or circulate criticism, and may be fined less than 10,000 yuan. If the circumstances are serious, a fine of between 10,000 and 30,000 yuan shall be imposed.

The Measures also make it clear that if the recipient or the recipient designated by the recipient is unable to accept the express mail in person, the enterprise engaged in express delivery business shall separately agree with the user on the delivery service method of the express mail and the method of confirming the receipt of the express mail.
